1989 - 102m.

Like the previous part this opens with an inspired action/gore scene (this one has "Toxie" beating-up thugs in a video store and has some cool gore - like the "hand in VCR" scene) before becoming a mediocre and disappointing follow-up.

Toxie is back from his adventures in Japan and depressed about having no bad guys to "crush" (which is quite obvious since there's a decided lack of "crime crushing" in the film). Soon he's offered a job by the evil Apocalypse, Inc. who want to take over Tromaville and are willing to use Toxie to help reach that goal.

Eventually Toxie becomes "yuppie scum" before having to take on Satan in the weak last third that has him progressing through "5 Levels Of Doom" to save himself and Tromaville.

Shot at the same time as part two this entry plays a bit better than the previous one but only until the overlong and pretty sad finale (that almost drags it down to a rating).

Rick Collins is good as the evil "Chairman" (even under his pretty elaborate "Satan" get-up) and the "Toxie Meltdown" scene is alright but there's just too many attempts at psychological guilt in the script and not enough of the exploitation fun that's been lacking from the series since the original. Chintzy and with not enough gore this is another ho-hum "Toxie" adventure.

Phoebe Legere is actually better here than before but still manages to be the worst actor in it. Review based on unrated director's cut.

Followed by Citizen Toxie:The Toxic Avenger IV.
